"Instead of Heathrow" is a thoroughly bizarre concept. It seems to take the view that there's a bunch of spare money burning a hole in the government's pocket so they've decided to build a runway.
I find this kind of thing immensely frustrating, because it gives the impression that all opposition to runway three is from hopeless airheads who don't have the first clue why the runway is considered so vital by its advocates.
If there's one thing worse than losing a debate on a critical issue it's not even getting to have the debate. :-/
